Analyzes a sample of 1.8 million videos from 5,066 YouTube channels from top made-for-kids content creators in the US to determine the impact on supply, quality and demand of enforcing the US Children’s Online Privacy Protection Act (COPPA) requiring parental consent to collect and use data to personalize content for children under age 13.

How Protecting Children’s Online Privacy Affects Their Online Content

Ensuring personal data privacy online is critical but may have unintended consequences. In particular, regulations designed to protect children may result in less made-for-kids programming of lower quality while also promoting market concentration. Regulators and consumers need to balance the costs and benefits of children’s online data privacy.
